The Town of Mount Hope was established in 1825, carved from the earlier Town of Minisink as Orange County's population grew and communities sought their own local governance. The name "Mount Hope" reflects the optimistic character of 19th-century American place-naming — an aspirational reference to the hopeful elevation of the Highland hills that define the town's landscape.

For much of the 19th century, Mount Hope was a quiet farming and timber community, its elevated terrain and forested hillsides providing wood for the markets of New York City and the surrounding region. The Erie Railroad transformed the town dramatically when it cut through in the late 19th century, and the construction of the Otisville Tunnel — completed in 1908 after eight years of difficult engineering work — brought workers and commerce to the area.

The Otisville Tunnel, boring 4,249 feet through the solid rock of Schunnemunk Mountain, was one of the most impressive engineering feats of its time. It established the Erie main line's route through the Orange County Highlands and helped define the character of Otisville as a railroad community. Today, the tunnel remains in active use, carrying freight and Amtrak trains through the mountain more than a century after its completion.
